Prestessing Sector Committee

The domain covered by the Prestressing Sector Committee (CSP) includes products, processes and services linked to prestressing (pre or post-tensioned and cable-stayed structures) or, more generally, to the intentional creation of stresses or distortions in any environments with a view to improving their performance during their use for civil engineering purposes.

The following are notably concerned:

  • Prestressing tensile steels,
  • Cables, suspensions, stays and their constituent parts,
  • Systems (particularly post-tensioning),
  • Protection products (coatings, grouts, waxes, greases, gels, etc)
  • Installation of post-tensionning.

In this context, CSP is responsible for :

  • Preparing certification and control rules and regulations,
  • Making decisions on the assessment of initial and ongoing surveillance and issuing an opinion for the Board of Directors on the application, issuing and renewing certificates,
  • Making proposals to the Board of Directors on any issues of general interest,
  • Monitor conditions for maintaining certificates and possibly proposing sanctions.

It can generally, on request:

  • Carry out technical instruction of applications for certification and give a technical advice to the Technical Assessment Bodies “TAB” responsible for issuing a European Technical Assessment “ETA”,
  • Issue an opinion on the drafts of European Technical Assessment “ETA” under investigation by EOTA,
  • Prepare advice on specific technical affairs,
  • Make proposals to the Board on any issue of public interest,
  • Ensuring the conditions for maintaining certificates and possibly proposing sanctions,
  • Participate in the development of regulatory or normative texts,
  • Develop methodological documents.

Prestressing tensile steels

As the European standard prEN 10138 is not yet in application, ASQPE, organisation acknowledged by the French Government and accredited by COFRAC under the number 5-0043 reach of accreditation available on the site www.cofrac.fr) for the certification of industrial products, has established certification rules in order to deliver certificates of conformity to the producers in conformity with the ASQPE requirements who wish to distribute their prestressing steels on the France.

Post-tensionning systems

ASQPE has prepared certification regulations which allow awarding the certificates to manufacturers with European Technical Assessment (ETA) issued by a Technical Assessment Body in accordance with ETAG 013 “European Technical Approval Guideline of Post-Tensioning Kits for Prestressing of Structures” and adopted by EOTA “European Organisation for Technical Assessment”.

The CE certificate of conformity is intended to attest that the components of a prestressing system covered by an ETA:

  • Are conform with the conditions concerning the geometric, mechanical and technological characteristics defined in the ETA,
  • Are manufactured with quality controls as requested in ETAG 013 and the certification regulations of ASQPE.

Filling material (special grout and flexible products) for prestressing ducts

ASQPE has prepared certification regulations which allow awarding the certificates to manufacturers with European Technical Assessment “ETA” issued by a Technical Assessment Body in accordance with ETAG 013 “European Technical Approval Guideline of Post-Tensioning Kits for Prestressing of Structures” and agreed by EOTA “European Organisation for Technical Assessment”.

The CE certificate of conformity is intended to attest that the filling material (special grout or flexible product) for prestressing ducts benefiting from an ETA:

  • Is conform to the requirements of the ETA,
  • Is manufactured with quality controls as requested in ETAG 013 and the certification regulations of ASQPE.

Installation of post-tensioning systems

As no European standard covers installation, certification rules for granting attestations of conformity to the Prestressing Specialist Companies “PSC” for installing post-tensionning systems CE marked complying with CWA 14646 “CEN Workshop Agreement” has been developed by ASQPE.

This voluntary quality initiative is necessary on account of the highly technical nature of current prestressing procedures and the recommendations of ETAG 013. The certificate of conformity ASQPE brings a guarantee of quality of the installation of post-tensioning systems. It attests that the PSC is technically competent, that it has qualified staff and organisation on the site, as well as the technical assistance and corresponding equipment. In addition, this certification is required by the French “fascicule 65 du CCTG Travaux”.
