The domain covered by the CSE includes structural equipment for civil engineering structures.
Notably, the following are concerned :
- structural bearings,
- expansion joints for civil engineering structures,
- waterproofing of bridge decks and other structures,
- para-vibratory or para-seismic devices.
Taking into account the diverse nature of the equipment, the CSE is structured into commissions which are each responsible for dealing with one type of equipment. Currently, the CSE has set up the CPAAS (Special Commission for Structural Supports), which will be followed by the “Expansion Joints Commission, the “Waterproofing of Bridges and other Structures Commission, the Para-seismic Devices Commission” etc.
The CSE is responsible for :
- preparing certification and control regulations or validating those prepared by the respective Commissions,
- approving the procedures for processing dossiers proposed by the various Commissions,
- approving the opinions to be submitted to the Board of Directors on admissibility of applications, the issuing and renewal of certificates,
- proposing sanctions in conformity to the internal regulation of ASQPE,
- making proposals to the Board of Directors on any issue of general interest.
It can also on request :
- carry out technical processing of approval dossiers and prepare technical opinions for “Approval Bodies” responsible for issuing European Technical Approvals,
- issue an opinion on draft European technical approvals subjected by EOTA to investigation by “Approval Bodies”
- participate in preparing methodological documents,
- participate in finalizing regulations or standards,
- prepare opinions of a technical nature on any specific projects.
It is constituted of :
- a bureau comprising the President, the Presidents of each Commission and the Secretary
- college A representing suppliers and service providers,
- college B representing intermediary users,
- college C representing owners and technical organizations,
- and possibly a college of experts.
Processing of applications :
Requests for certification are sent to the CSE secretariat of the Commission concerned which checks whether all the required documents have been submitted. The applications are processed in compliance with the specific operational provisions of ASQPE and on the basis of the reference documents adopted by the Commissions: European standards, guides prepared by EOTA (ETAG’S) and French standards or reference documents specific to ASQPE. The Secretariat, after studying the dossier, sends a summary report to members of the Commission concerned and proposes including the project on the agenda of an imminent meeting to decide on the opinion that will be put before the CSE bureau.
At the end of the examination of a dossier during a meeting, the CSE may :
- issue a favourable opinion,
- request additional information or amendments to the dossier, possibly with a review at during a subsequent meeting,
- issue an unfavourable opinion.
At the end of each meeting, the CSE Secretary prepares a summary of the conclusions and a minute of the business conducted. The CSE submits these to the Board of Directors which decides on the follow-up for marking or issue of technical approvals.
Structural bearings :
The CPAAS “Special Committee for Structural Bearings” has been set up to handle this equipment. Its mission is to process applications from suppliers who wish to obtain CE marking according to the certification regulations prepared by ASQPE in compliance with the European standard in force, NF EN 1337.

Waterproofing of bridge decks :
The CPEP “Special Committee for Waterproofing of bridge decks” has been set up to handle these equipments. Its mission is to process applications from suppliers who wish to obtain a certificate of factory production control with a view to CE marking according to the certification regulations prepared by ASQPE in compliance with :
- the European standard NF EN 14695 for reinforced bituminen sheets for waterproofing of concrete bridge decks
